{"id":1017,"date":"2023-02-17T10:32:19","date_gmt":"2023-02-17T02:32:19","guid":{"rendered":"https:\/\/oiss2.mcu.edu.tw\/?page_id=1017"},"modified":"2023-03-30T15:38:33","modified_gmt":"2023-03-30T07:38:33","slug":"rights-and-responsibilities-for-international-students","status":"publish","type":"page","link":"https:\/\/oiss.mcu.edu.tw\/en\/rights-and-responsibilities-for-international-students\/","title":{"rendered":"RIGHTS AND RESPONSIBILITIES OF NATIONAL HEALTH INSURANCE PROGRAM"},"content":{"rendered":"<div id=\"cs-content\" class=\"cs-content\"><div class=\"x-section e1017-1 ms9-0 ms9-1\"><div class=\"x-row x-container max width e1017-2 ms9-3\"><div class=\"x-row-inner\"><div class=\"x-col e1017-3 ms9-4\"><img  class=\"x-img x-img-none\"  src=\"https:\/\/oiss.mcu.edu.tw\/wp-content\/uploads\/sites\/72\/2023\/03\/6-1.jpg\" ><hr class=\"x-line e1017-5 ms9-5\"><\/hr><hr class=\"x-line e1017-6 ms9-6\"><\/hr><div class=\"x-text e1017-7 ms9-7\"><h3 style=\"text-align: center\"><span><strong>Rights and Responsibilities for International Students\uff08Foreigners\uff09Joining the National Health Insurance (NHI) Program of the R.O.C.<\/strong><\/span><\/h3><\/div><hr class=\"x-line e1017-8 ms9-6\"><\/hr><hr class=\"x-line e1017-9 ms9-5\"><\/hr><\/div><\/div><\/div><\/div><div class=\"x-section e1017-10 ms9-1 ms9-2\"><div class=\"x-row x-container max width e1017-11 ms9-3\"><div class=\"x-row-inner\"><div class=\"x-col e1017-12 ms9-4\"><div class=\"x-text e1017-13 ms9-7\"><h5><span style=\"color: #ff6600\"><strong>A \u00a0NHI Enrollment &amp; Withdrawal:<\/strong><\/span><\/h5>\n<p><u>Since\u00a0January 1, 2013, foreigners with an Alien Resident Certificate (ARC) who have resided in Taiwan for more than\u00a0six months are required to enroll in the National Health Insurance (NHI) program instantly.<\/u><\/p>\n<p>Foreigners, who lost their residence status because they no longer hold a valid ARC or because they are not returning to Taiwan, will also lose their right to participate in the NHI program. They must withdraw their subscription to the NHI program through their group insurance applicant (their employer or local administration office) and then return their NHI card to their applicant and pay any premiums due in full before leaving Taiwan. When traveling overseas for a short period of time, either on business or vacation, and then returning to Taiwan with a valid ARC, foreigners must remain enrolled in the NHI program.<\/p>\n\n<h5><span style=\"color: #ff6600\"><strong>B \u00a0<\/strong><strong>Insurance Premium Payment:<\/strong><\/span><\/h5>\n<p>Newly admitted students and transfer students with an ARC who have resided in Taiwan for more than\u00a0six months must enroll in the NHI program.\u00a0<u>During the six months, students can leave Taiwan\u00a0once for less than 30 days. The number of days that students are not in Taiwan won\u2019t count in the continuous residence.<\/u><\/p>\n<p>Students will have to pay the insurance fee during the registration in each semester. The insurance fee for students enrolled in NHI is NT$4,956 per Semester\/ NT$826 per Month (Insurance Premium Payment is subject to change)<\/p>\n\n<h5><span style=\"color: #ff6600\"><strong>C\u00a0 NHI Medical Services:<\/strong><\/span><\/h5>\n<p>In cases of illness, injury, and childbirth, the beneficiaries can receive medical services; including medication, outpatient and inpatient services from NHI contracted healthcare providers.<\/p>\n<p>The beneficiaries must pay co-payments for receiving medical services and follow medical regulations.<\/p>\n\n<h5><span style=\"color: #ff6600\"><strong>D\u00a0 Medical Expenses Reimbursement:<\/strong><\/span><\/h5>\n<p>In cases where beneficiaries receive medical services overseas, such as unexpected medical needs or childbirth, they are entitled to claim reimbursement. They should make their claim within six months after the unexpected occurrence with receipts, including detailed service items and documents of diagnosis.<\/p>\n\n<h5><span style=\"color: #ff6600\"><strong>E\u00a0 Penalty for Violations:<\/strong><\/span><\/h5>\n<p>The National Health Insurance Program is mandatory; any person who is qualified for this Program must enroll in the National Health Insurance Program. Any person who doesn\u2019t enroll is subject to a fine of NT$3,000 to NT$15,000. In addition, this person is required to pay the full premiums starting from the date he or she should have been enrolled. No benefits will be offered before the premiums are paid in full. A notice of penalty violation will be delivered in writing and the fine must be paid on time.
